Revised Procedure For Model Approvals

Subject: Photograph and sealing provision in model approval Certificates – regarding

            It is seen that photographs and schematic diagram enclosed with the Model Approval test reports of RRSLs are sent in a casual way without screening them first at the laboratory level. In this regard it is informed that the following points may be ensured before forwarding the same.

I.  Photo of the Model:

1. The photograph is clear and legible.

2. The photograph should be of the model only without any object being weighed on it.

3. No other information like name of the firm, capacity etc. should be given in the space surrounding the photo of the model except the declaration already given on the body of the model itself.

4. In case of weighbridge etc. the photo of the indicator be sent separately instead of showing it on the platform of the weighbridge itself.

II. Details of sealing provisions:              

1. The schematic diagram should be legible and clear, indicating clearly whether it is of the indicator or of the model itself.  

2. The schematic diagram of the sealing provisions should indicate clearly whether sealing is done by passing wire through hole on the body of the model itself/ of the indicator or through nuts and bolts etc.

3. The schematic diagram should indicate clearly the manner, location and nature of sealing and the particular side of the model or of the indicator on which sealing is done as the case may be [ rear or at the sides etc] and how sealing is done namely whether by lead and wire etc. 

4.  A written description of the actual sealing provision may also be provided along with schematic diagram for better clarity and for incorporating the same in the final certificate.

5.  RRSLs should forward the sealing provision only after ensuring that it prevents access to vital components of the model, whose manipulation will result in fraudulent weighment/measurement.

Subject: Photoes and sealing provision in model approval Certificates – regarding

Sir,

            It is seen that photographs and schematic submitted by manufacturers of weight or measure suffer from many shortcomings, leading to delay in processing approval of model. Further a decision has been to incorporate schematic diagram of sealing provision of the model of weight or measure in the approval certificate.

Accordingly the manufacturers of weight or measure are requested to ensure that the photo graph /schematic diagram of sealing provision of the model furnished by them , adhere to following guidelines.

I. Photo of the Model:

1. The photograph is clear and legible.

2. The photograph should be of the model only without any object being weighed on it.

Guidelines for Model approval of Weight or Measure which has been approved in other countries. –

The applicant has to submit application in the prescribed format (format posted in website) attaching a copy of a model/pattern approval certificate issued by foreign agency along with following details:

1. Name and complete Address of the applicant in India and that of Principle Manufacturer in foreign country.

2. Ensure that the model/pattern approval issued by the foreign country conforms to OIML (International Organization of Legal Metrology) recommendation.

3. Provide English translation of the model/pattern approval certificate issued by the foreign agency. (if the original is in foreign language other than English)

4. Along with the application, send a duly signed undertaking that no alteration will be made to the model of said weight or measure before or after sale in India.

5. Description of Sealing provisions giving nature, location and type of sealing to secure the weight or measure from fraudulent activity along with schematic diagram of the sealing provision.

6. Two post card size Photograph of the model.

Revised procedure for the submission of application for Model Approvals.

a. The manufacturer of weighing and measuring instruments shall submit the machines required for model approval in respective Regional Reference Standards Laboratories [RRSLs] given in annexure I along with the prescribed test fee in respect of those instruments tested by them.

b. There after the application in the prescribed proforma for model approval shall be submitted to the office of Director, Legal Metrology, D/o Consumer Affairs, Krishi Bhawan, New Delhi-110001, along with a copy of the receipt slip issued by the RRSLs.

c. The manufacturers in the region of coverage of the RRSL shall submit their model in the respective RRSLs.

d. While submitting the Report the RRSL shall indicate the date of receipt of the instrument for model testing.

e. This procedure will come into force with immediate effect.
